HARBOUR REDUCED TO STATE OF CHAOS. ; TORPEDO BOATS HUNTED IHTO OPEN AHD CHASED BACK. ROTTERDAM, March 22. The combined air fleet bombardment by the Allies reduced the Zeebrugge harbour to a, state of chaos. Two snbmarines escaped, promptly submerging, and three torpedo-boats fled out to sea.
