HEKZOG DENOUNCED. WANTED TO BLOCK WAR VOTES. (Received 11.5 a.m.) CAPETOWN, March 20. Sir T. VV. Smartt (Commissioner of Public Works, and leader of the Unionist party), in denouncing Mr Herzog'a motion in the Aserably refusing a vote for war purposes, alluded to the contributions tnat had ~been made by other Dominions. General Botha (Premier of South] Africa) and Mr Madeley(a Labour member) both denounced the motion, which was eventually withdrawn. A similar motion referring to the vote asked for in connection with the operations against the enemy in East Africa was defeated by a large majority.
