QUILL PENS.
AMERICAN EAGLE:—"SAY, MB. WILSON, I HOPE YOU DON'T WANT ANY MORE OF MY QUILL FEATHERS FOR PENS." How much longer America is going to pursue this pen controversy with Germany, owing to her policy of frightfulness and disregard for international law, is a question Sir Francis Gould has not attempted to answer in his telling cartoon. This week, despite all assurances to the contrary, another neutral vessel has been torpedoed and sunk by a German submarine; and, as there were American subjects on board, it is evident the poor eagle must once more be plucked. , -Sir F. C. GouM, Is "The Wertmlnater Guette."
