SENSATIONAL DECLINE OF AMERICAN EXCHANGE RATE.

x . ~ , LONDOX, March 13. -New York advices report a sensational decline in the German rate of exchange, on the four mark basis, from 00 cents, the normal before the war to ill cents. ' The New York "Herald- says that the decline continues despite German financiers efforts to check it. This reveals the worlds perception of the Germans impending financial and military collapse. In Denmark the mark is now 30 per "cent, below the normal.
