The armlet system now" in operation involves a granting of exemptions from active service, such as would be required in the case of compukipn. Thus the Hen. Arthur M. Myere, Minister of Munitions, who has control of this phase of the. matter, was able to'give your correspondent interesting details of how the exemption certificates are granted. It is a' sine qua noii' that no application, is granted unless the individual concerned has indicated - his intention .to enlist-. The exemption is applied for by his employer, and is granted in such in-dustries-as'arc engaged in the manufacture- of' articles required for military purposes, or for industries which-are indispensable for the efficient maintenance of the Dominion's industries. Already' 1 a limited number of exemptions haye 1 been granted in the case of specialists engaged in the woollen and boot manufacturing business, and refrigerating machinery.: We exempt no particular industry from liability to contribute its share of recruits, and' each individual application for a certificate is considered on its individual merits. Exemptions have been issued-for a limited-period, in some cases where it'is considered that there is a possibility that men of non-military age, or. those -who have been turned down "as' unfitted for. military service, for medical reasons, will .eventually be able to take the place of the men-who for the present are exempted.''
