RUMANIAN PREPARATIONS.
GENERALS APPOINTED. BULGARIA SUSPICIOUS. (Received 11.5 a.m.) BUCHAREST, March 14. It is officially announced that Generals Averscu, Cotescu, and Prcsau have been nominated 'commanders of the three Rumanian army corps. The Rumanian Parliament has agreed to a War Office vote of 116,000,000. It is reported that Germany asked Bulgaria to send two divisions to the French front. Bulgaria refused, owing to Rumania's uncertain attitude.
