BRITAIN NEITHER TO GAIN NOR LOSE. » WASHINGTON, March 14. It is authoritatively stated that Colonel House, who was recently sent by America^on. a mission to Germany, has submitted to President Wilson the following peace terms offered by Germany:—

The return to Germany of the German colonies. No indemnities to be paid by cither side. The autonomy of Poland to be established. The partition of Montenegro, Serbia, and Albania among Austria, Bulgaria and Greece. Russia to be given control of Persia. Germany to evacuate France and Belgium. , d England to be neither.a gainer nor a loser, but Turkey to be freed from British influence.

Colonel House reports that Germany no longer expects to retain Belgium or to get indemnities. He has also reported that the Allies are unwilling to consider peace.
