To provide regulations for dressing and undressing, sea bathing, and.conduct on the beaches; regulating costumes to be worn while bathing; Itreveiltlng the destruction, danilgihg, or removal ot any tree, plant, or shrub, or any part thereof growing on or adjacent to the beaches; prohibiting the removal or carrying away of sand, shell, rock. . shingle, soil, or any other thing; preventing persons depositing any rubbish, broEeii glass, chtnawafe, filth, dirt, tins, iron, or bueniive matter ol any kind, or wilfully or carelessly break or destroy thereon bottles, glass, chinaware,'or any other thing; pre l renting any horse or horses galloping, cantering, trotting; . standing, or being tethered on any of the beaches or foreshores; providing that horses shall be excluded from beaclies between the hours of 8 a.m. and S p.m.; providing that any person committing n breach of any provision of these By-laws shall be liable to a penalty not- exceediu- .
