PEACE OVERTURES TO RUSSIA AND JAPAN. (Received 12.30 p.m.) , TOKTYO, January 7. Baron Okuma, the Prejnier, interviewed by the Japanese "Advertiser." stated that Germany was clearly feeling the acute financial strain on her and had proposed, a separate peace with Russia 'arid Japan/ who immediately rejected the overtures.
