AT AMERICAS REQUEST? FOR BREACH OF NEUTRALITY, (Received 8 45 a.m.) WASHINGTON, September 27. Austria has agreed to unconditionally withdraw Dr. Konstantin Dumba, her Ambassador tc America, because of hie recent breach of neutrality in fomenting strikes in American munition factories.
