EXCHANGE FLUCTUATIONS AT NEW YORK. DUE TO MANIPULATIONS. (Received 11.3 a.m.) NEW YORK, September 3. The Exchange market is demoralised. An increase of ten cents in the rate of exchange was recorded within a few minutes, but later there was a. lose of tour cents. The fluctuations are largely due to manipulation of the markets. ACCURATE BOMBING. GERMAN STAFF OFFICER! KILLED. AIR RAID WEAR BRUSSELS. AMSTERDAM, September 3. French airmen safely flew over Brussels and dropped bombs on the barracks of the German Landsturm at Etterbeck, two miles from Brussels. The barracks were greatly damaged. The airmen also dropped bombs on neighbouring gasworks, which were destroyed. As a result of the raid the majority of the Germaji staff officers in the vicinity were either killed or wounded. During the week ended September i there were 1,353 arrivals and departures of ships at and from ports of the United Kingdom. There ships were sunk, aggregating (5,757 tons. The steamers Whitefleld and Savon.i were sunk by submarine!. Three of the tatter's crew perished.
