PEACE PROPOSALS VOICED IN WASHINGTON.
BELIEVED TO EMANATE FROM GERMANY. PRESIDENT WILSON DECLINES TO PARTICIPATE IN INDIRECT NEGOTIATIONS. WASHINGTON-. September 3. Feace proposals beiieved to emanate from Germany have been placed before President Wilson. It is understood also that the Pope is forwarding a letter attempting to induce America to intervene and stop bloodshed. It is believed that an effort is pending to induce leading neutrals to act on Germany-'s behalf. Frfsident Wilson has definitely announced that the United States will not participate in peace proposals unless belligerents welcomed efforts on that behalf. The United is willing at all times to use its good offices at the request of any belligerent, but nothing will be done unless a definite reciuest be made.
