Water Charges.— Mr. K. G. Skcate* wrote: "All the sections owned by mc in Highbury Bstate are supplied with, water by meter, so chat none of them come under the nonI'onsnmers" rate." The Town Clerfe read an opinion on the matter br Mr. T. F. Martin, 10 the New Zealand Municipal Association, wbich reads: 'The unsold lots, being separately placed on the valuation roll, are ••hanreable with nun-consumer?' rates. Had the house and all the unsold land appeared as one entrr in the valuation roll, tne whole property would have been liable to full water nues. The fact that you charge the house by meter does not titer the position so as to exonerate the unsold lots from the half rates." Mr. Skeates said it was ridiculous to have to pay the non-consumers' charge while paying for the water used as well. Further consideration was deferred, the Town Qerfe to present a report npon the matter at oext meetiDg. other ratepayers being stmilariT affected.

Beach -Road.—Mr A. G. Jarrett. who has been In communication with the Council for a lengthy period the improvement of Beach Road, wrote without prejudice. RDgsesting the Conncil should definitely promise to expend the pom of ££! 10/ on Beadi Lreid before 31st Msrrh next. The Council decided to adhere to its previous deteion. viz.. that ttoe Council woul<i spend a reasonable amount as soon as funds permitted.
