SPECIALLY SIGNIFICANT. LONDON, March 24. i The Earl of Me&th, founder of the Empire movement, replying to gueetions as to whether it was desirable to observe Empire Day, said that be considered that the day should be observed this year, of all others, with the gravest solemnity.
