BRITISH RETALIATORY MEASURES. WELLINGTON, this day. A "Gazette Extraordinary" issued today contains an Order-in-Council which sets out that in view of the German blockade no merchant vessel which sailed from her port of departure after the Ist March will be allowed to proceed to any German port, and no merchant vessel which sailed from a German port will be allowed to proceed on her voyage. Every vessel carrying goods with an enemy destination or origin may be required to discharge .such goods at a British or Allied port. Any person interested in such goods that, being contraband, are placed in custody of the marshal of the Prize Court, may issue a writ against the proper officer and apply ■for restoration- of goods; in accordance with the practice and procedure of the Prize Court.
