J t— .[(Received 3 p.m. f LONDON, March 24. -The Marquis of Bristol, in his presidential address to the Institute of Naval Architects, said that in order to obtain reasonable protection from German submarines it may be advisable to arm all merchantmen. Such action would conceivably make all nations consider the limitation of the offensive to be allowed submarines.
