TAXING ABSENT BELGIANS. LONDON, March 22. Tlip Press Bureau announces that, in response .to hundreds of applications made on Belgians residing abroad, the Belgian Government has issued to all neutral States a strongly-worded protest regarding the German proclamation imposing a tax on absentees. The Government states that this tax has been imposed contrary to all the rules of international law, and assumes the character of mere spoliation. The Government can neither admit the principle nor recognise the application, and sums so paid will be reimbursed after the liberation of Belgian territory-
