JAPAN AND CHINA.
BATTLE OF DIPLOMATS. (Times and Sydney Sun, Services.) LONDON", March 22. China has agreed to give Japan tire option of providing money when foreign borrowing proposed; and aiso the preference when, engaging foreign advisers and police inspectors. As an alternative, the Japanese have demanded the right to settle, trade and travel in South Manchuria and East Mongolia. China has offered - lo open a number of treaty ports. Japan has accepted this offer, but continues to press for her original proposals.
