VOTE AGAINST THE BUDGET. LEASER DOGGED BY MILITARY (Received 5.30 a.m.) AMSTERDAM. March 22. The "Vorwaerts," the German Socialist daily, reports that Dr. Liebknecht and Berr Ruehle voted against the German Budget. Herr and 2S Socialists left the Chamber before the division was called. Dr. Diebknecht. the leader of the Socialist party, is subjected to military discipline. He is not. allowed to write articles or speak in public- except in the Eeichstag and in the Landtag.
