CLOSING OF THE SEA ROAD TO GERMANY.
AMERICA TO OFFER A VIGOROUS PROTEST.
THREAT OF RETALIATION MADE.
WASHINGTON, March 17. President Wilson announces that an immediate and vigorous protest will be made against the British decision regarding the embargo on German trade. The State Department does not attempt to conceal its keen disappointment at the failure of the efforts to secure a modus vivendi between Great Britain and Germany on the basis of Germany's offer to relinquish the submarine warfare against merchantmen. The futility of any further protest is admitted unless retaliation is threatened.
