COMPLETE BLOCKADE OF GERMANY GAZETTED

NO SHIP ALLOWED TO PROCEED TO GERMAN PORT. NON-CONTRABAND GOODS TO BE RESTORED. LONDON, March 15. The complete blockade of Germany is gazetted. Tho "Gazette" notifies that no -merchantman sailing after March 1 will be allowed to proceed to any German 'port. Such vessels, unless receiving a pass enabling them to proceed to a neutral port, must discharge nt a British port and be placed in the custody of tlv. Prize Court. All goods not contraband, if not requisitioned by the Government, will he restored to their rightful owners. Vessels leaving German pons will be similarly treated, the cargo being sold, detained, or dealr. with after the war. The Crown reserves the right to release neutrals' property.
