RUMANIA'S KING READY
HC SPITE OF RELATIONS. (Received 11.5 a.m.) LONDOX, March 11. Rumania has partially mobilised her forces. 'This is preparatory to arrangements for a general mobilisation. The King has declared that he will act in accordance with , the will of the nation, notwithstanding the pressure of his German relatives, and particularly the Kaiser. When the moment for action arrives the King will be ready to go with his people.
