GERMAN PROCLAMATION. (Received 7 a.m.) LONDON, January 21. A German proclamation has been issued forbidding the population of Belgium to purchase bread after February 2. Instead they must attend at the Town Hall and receive vouchers for an allowance of bread according to the number i«« the family
