SERIOUS QUARREL ARISES. HOLLWEG AND JAGOW MAY HESIGN. (Beceived 1.35 p.m.) KOHE, Tuesday afternoon. The Press announces that a serious- controversy has arisen between the Kaiser, Herr yon BethmannHollweg, the Imperial Chancellor, and Herr \ron Jagow, Foreign Minister, the two Ministers being indicted for nearly all the European States combining against Germany. Their resignations are possible.
