JAP NAVAL SCANDALS.
BRIBES TO OFFICERS. TOKIO, February 7. A mass meeting of 15,000 people yesterday denounced the naval scandals and demanded the Government's resignation. The authorities are inspecting the accounts at tbe banks with which Messrs. Siemens and Schuckert or their employees transacted business. It is stated that one bank has produced 160 cheques paid during six years representing payments to naval officers and totalling £8,000.
