TIMS NOT YET RIPE FOB AN ORGANIC CHANGE. (Received 10.00 a.m.) LOXDOX. November 20. Lady Jersey presided at the Victoria League's reception to Lord Emmott. Three hundred guests were present, including Mr T. Mackenzie (High Commissioner lor New Zealand I. Lord Emmott said that the visit impressed him with the belief that the time had not yet come for any great organic change in the shape of an Imperial federation. The overseas Dominions were mostly unprepared for anything of the kind. They should encourage interchange of visits, lwcause within half a century the bulk of the Dominions' population would not have seen the United Kingdom. He paid a tribute to the League's work in proir.oting knowledg? about the overseas Dominions.
