CAPETOWN, August 25. I Mr W. P. Schreincr (formerly Premier I of Cape Colony) made a notable speech at the banquet to the officers of H M.A s Australia and Sydney. He expressed the "hope that the Imperial Council would become an established fact, and that problems of Empire could then be laid before the common council of the Motherland and Dominions. They wouM then get to know more of each other's needs and circumstances, ■which was essential to the upkeep of the spirit of Empire. South Africa was true to the ideal of Empire, and though possessing her own peculiar problems, recognised her responsibilities in regard to the Navy. Mr Schreiner emphasised that the separate navies of Canada and Australia did not indicate a desire to divide in Imperial matters. The warships are being visited by crowds of sightseers, conveyed by special trains from far inland.
