Mr Joseph Cook (Premier) says that as the States seem unprepared to accept the financial responsibility of representation at the Panama Exhibition, the Commonwealth will be left alone to shoulder the burden. In the event of the States declining to act, he proposed to grant £20,000, which would probably be spent in some form of advertising Australia.
