Informal discussions on the part of the delegates to the peace conference at Bucharest preceded the regular meeting. The chief obstacle to an early settlement is said to be the Greek determination to secure Kavala. Bulgaria contends that Kavala is the natural port, of Thrace. The Greek reply is that Dedeagatch is the port of Thrace. The Bulgarians announce that it is proposed to construct a railway connecting Drama with Kavala, thus hoping to gain Roumania's support. Austria. Russia, and Italy support Bulgaria's claim.
