Outhwaite ( Liberal M.P. for Hanley) moved the reduction of the Colonial vote. He declared that the Imperial troops in South Africa had been used to buttress a brutal and inhuman system. Ibe death-rate among white miners was 300 per 1.000 yearly. Mr. Hnrcourt (Colonial Secretary) justified Viscount Gladstone's use of the troops, and said the Governor-General of South Africa acted promptly tinder circumstances of great difficulty and under the advice of responsible Ministers of a jelf-t-oveming Dominion. Furse (Bishop of Pretoria), in a letter, states that public sympathy at first favoured the men. but since the rejection of the terms offered and their attempts at intimidation, public opinion in Johannesburg bad changed.
