FOLLOWING GERMANY'S LEAD.
RUSSIA'S INCREASED COST. (Received 10.50 a.m.) ST. PETERSBURG, May 28. The Dtuna has h"en informed that the Treasury is unable to bear the proposed increase in military expenditure. A levy on property similar to that made in Germany is suggested.
