(secra-Jary to the Premier) was the instigator of the murder of Sung (ex-Minister oi Education), ue has taken refuge in the German spnere at Tsiug Tan. He.confessed to fraudulently using tbe name of the Cabinet in orckpr to expose Sung, whom he accused of forgery in Japan, where a warrant has been issued. .-He says that be never contemplated the murder of Sung.
