ESSAD'S COMPACT.
"AN ACT OF TREACHERY." ALBANIA'S DISAPPROVAL. LONDON. April 29. The "Daily Telegraph" says that Essad Pasha was allowed to march out with his whole army and equipment. Djavid Pasha is unpopular owing to his former severe repression of the Albanians, and trouble between the two leaders is possible. Ismail Kemal Bey, head of the provisional Government of Albania, is coming to London to submit his views to the Ambassadors. He declares that Essad Pasha's bargain with King Nicholas was an act of treachery, inasmuch as it involved decapitating Albania by abandoning Scutari, thus virtually making Albania a dependency of Montenegro and Servia. The Albanians, and ultimately the troops, he adds, will not approve of Essad Pasha's action. Albania's independence requires territorial integrity.
