A DRASTIC PROPOSAL.
NEW YORK, April 15. The Governor of Nebraska has vetoed a bill which has been passed by the State Legislature, providing for the sterilisation of criminals and the mentally incompetent. He gives as his reason his belief that such legislation is more suitable for pagan than Christian nations.
