MORE TROUBLE.
AN ARAB MOVEMENT FOR SELF GOVERNMENT. (Received 5.5 a.m.) LONDON, February 24. The "Daily Telegraph's" correspondent at Constantinople reports that there is an Arab movement in Asia Minor in the direction of securing autonAny -with representation in the Ottoman Ministry. The main points claimed are recognition of Arabic as the official language, with Turkish as the means of communication with Stamboul; a local high rourt of appeal; regional military service in time of peace; Customs, post office, revenue and military matters to bo under Federal control, and other revenues to be'locally controlled.

POWERS CAILEO IN. (Received 10.30 a.m.) SOFIA. February 24. Bulgaria has referred the dispute with Roumania over ithe wedge of territory from Silistria to the sea, to the six great Powers for decision.
