5 THE EMPEROR'S COMMAND. (Received 11.1.3 a.m.) TOKYO. December 22. Baron Saito. after conferring with Ad--3 mirals who held naval expansion vital to * the defence of the Empire, declined the portfolio of Minister of the Navy. The Emperor thereupon issued an edict ordering Baron Saito to accept the poi tfolio and remain in office. Baron Kato has accepted the portfolio of Foreign Affairs.
