PANAMA CANAL TOLLS.
AN IMPARTIAL TRIBUNAL. (Received 11.15 aan.) WASHINGTON. December 22. Representative .1. R. Mann, before the Society for the Settlement of International Disputes, said that it was impossible to submit the Panama question to arbitration, since the interests of all the other States were directly opposed to those of the United Stales. . Congress bad decided the question already, and undoubtedly this was a fair jury. Admiral Wainwright said that he did not believe that truth and justice were enforceable amongst the nations unless battleships backed them up. President Taft has left for the Panama Canal. The object of his mission is to establish rivil government throughout the zone before the Democrats assume power.
