JAPANESE CRISIS.

I The crisis arose from a conflict between I ! the Ministers over the vote for the army j iin Korea. The War Minister wished the | votes for the army and navy to be kept I free from Cabinet criticism or approval, 1 while the Premier considered that they I should be subject to the same surveillance las other votes. Katsura, the new Pre- ; mier, held the same office from 1901 to 1906- He was in office when the Angloj Japanese Alliance was formed in 1902, i and when it was renewed on a broader basis in 1905. He was also at the head of affairs during the war with Russia. Katsura is a master of political manoeuvring, and holds the record for length of term in a land of unstable Governments.
