ARANA TO BE ARRESTED. LIMA, December 17. The judge who is investigating the rubber atrocities at Putumayo -has ordered the arrest of Julio Cesar Arana, the president of the original rubber company which sold out to the British company, who subsequently acted as liquidator to the British company.
