LONDON, November 6. It is stated by Mr. F. D. Acland (Parliamentary Secretary to the Foreign Office) that China has' resumed negotiations for a loan with the six-Power group. AN INTERNA! LOAN. (Received 10 a_m.) PEKIN. November 7. The Government is arranging for the issue of a 100.000.00(1 dollar internal silver Ipan at S per centum, with sixtc years' currency, based on the security of the entire national taxes.
