PANAMA CANAL ZONE.
RIGHTS OF AMERICA.
NEW YORK, July 30. The Panama Canal Bill is being debated in the Senate.
Senators Braelley and Massey contended that the United States was entitled by treaty rights to regulate the traffic of the canal, and that the purchase of the canal zone removed it from international control.
Senator MeCumber claimed that if the canal was closed to foreign warships in war. time all the Powers would become enemies of the United States, and a surreptitious bombardment might take place.
