Tile official evidence given at the Titanic inquiry elicited the fact that ' there has been no change for the past IS yesre in the Board of Trade's regulations in relation to life-saving appliances on ships. r The President (Lord Mereey) remarked . that the owners had provided boats in excess of the legal requirements, thus proving thai they realised that the number of boats were insufficient.
