Apparently it is not generally understood that every owner of a bicycle must pay a registration fee of a shilling to the. City Council traffic department. Last Saturday afternoon one of the leading city cycling clubs intended opening the season with a fancy dress run, and the Grafton bridge was made the starting point. A good number of cyclists turned up, and a motor car was provided for the use of the officials. Just before starting time, however, a City Council inspector turned up, and as most of the bicycles had not been registered, the, run had to be abandoned. It will probably eventuate in a fortnight. The Victorian Railway Commissioners' report shows that the net revenue of the State railways was 4.24 per cent on the railway debts.
