Thirty thousand people witness the match . for the world's wrestling championship between Gotch and Hackenschmidt, which resulted in favour of Gotch, who won with two straight falls. After some in and out work Gotch caught Hackenschmidt's leg, twisted him round, caught his wrist with a lightning grip, turned the Russian's back outwards, and won the first fall in seven minutes. The second bout was characterised by rough play. Gotch secured the fatal toe hold. Hackenschmidt sought vainly to break, and then gave in, turning slowly over backwards. In pursuance of the report of the Postal Committee, on the suggestion of Mr. Herbert Samuels (Postmaster-Gene-ral), a devolution scheme will become operative within two months. England will be divided into 12 districts, each under a surveyor-general at a salary of £IOOO. Ireland and Scotland will each have a surveyor-general, all to have supreme control over all departments in their respective districts without reference to London. Redundant officials from London will be drafted to the provinces to form the nuclei of the surveyor-generals' staffs, which will include the telephone managers at Nottingham, the headquarters ofthe telephone engineering works. Another scheme will be simultaneously introduced for unifying the pay and prospects of clerks in the various offices. COLLISION DURING REVIEW. PARIS, September 5. A sensation occurred at the grand naval review at Toulon, owing to the battleship Brennus colliding with a steamer, iu which a large hole was torn. The passengers on the latter were thrown into a panic, but the cruiser's boats assisted all to safety, and the Brennus continued on her course and joined the fleet.
