The Finance and Legal Committee, in regard to tills matter, rtc-ouimcnded that the previous decision should be adhered to, and the request to reduce tho amount of the contribution to £1250 be declined, but that the applicants should be informed that, in the event of the cost of the wharf being less than £i"00, a rebate to the amount of one-half of the difference between the actual cost and the above mentioned sem would be granted, provided Uie rebate did not exceed £2OO. After considering the application made by the New Zealand Shipping Co. that the Hoard should bear half the cost of repairs to the Kalpara, which recently met with, a small accident at the wharves while being berthed, the finance and Legal Committee recommended that a reply should be seat that the Hoard regretted that it was unable to grant the request, as under "The Harbours Act" the iioard was not liable. Mr Alison said that the Kalpara was bertiied by the harbourmaster or his assistant, as required, and un accldeut was met with, and damage amounting to £2OO done. The captain or company were in no way responsible, and it was practically admitted the Hoard were to blame, but they were not prepared to meet any claim. It did not seem at all fair to him. He moved that the lioanl agree to pay one half of the <oet of the damage done.

.Mr I'.railney paid he would be pleased to second the amendment, if the Board could legally do what was proposed. Tie chairman explained that the claim was not a legal one, and Mr Bradney went on to say he thought there was a moral

claim. • Mr Virtue thought that If an Inquiry was

made they would find tie pilot was at fault.

Mr Keyes said that be did not know of the capabilities of the Board's official, but If a motion was put to have an Inquiry he would be pleased to support It. Now that the remarks had been made, it was only fair that an Inquiry should be made on the official's behalf. The Committee's recommendation was carried, anil Mr Virtues remarks were noted. Should any Inquiry be set up a notice of motion will be necessary. MANL'KAL' HARBOUR CONTROL.
