REGULATION" WANTED. At the meeting of the Auckland Harbour Board this afternoon a letter was read from the Marine Department which stated that it had been brought under the notice of the Department that whilst the scow Kiatcrc was at anchor off the Nelson-street wharf in Auckland harbour on the morning of June 25 last, she capsized through the cargo of pipes on deck settling against the bulwarks and springing the deck seams, and that there was no one on board at the time the accident happened. The communication went on to state that as this was not the first time that a casualty occurred through vessels being anchored in Auckland harbour without anyone on board during the night, the Minister of Marine had suggested that the Board should consider the advisableness of making a regulation to deal with the matter. Messrs. Russell and Campbell, solicitors, wrote in regard to the drafting of a by-law covering the requirements of the Department, and stating that they ■were of opinion that clause 8 of the "General Harbour Regulations'' sufficiently provided for the matter, and that in the circumstances any by-law made by the Board would be superfluous. The matter was referred to the Legal and Finance Committee.
