GERM OF A GREATER EMPIRE. MB JOSEPH WARD'S PREVISION. Received 10.11 a.m.) LONDON. June 11. Oxford University conferred the Doctorship of Law on Sir Joseph Ward. Mr. Louis Botha, arid Sir Edward Morris [Premier of Newfoundland) at the Sheldonian Theatre. Dr. Goudy. in introducing Sir Joseph Ward, referred to the New Zealand Dreadnought inducing the competition of other Dominions. Though Sir Joseph's proposals at the present Conference were too (n-eat for immediate execution, they revealed a far-sighted statesman, able to discern the germ of a greater united Empire.
