On the application -for ths renewal of the license for the Star Hotel, the police reported that the place was well managed, with the. exception of the public bar , , which -was badly conducted, and required" m6fe strict supervision. Mr. .Whitaker (for the licensee) stated that the public bar was away from the house to some extent. A threepenny bar had recently been installed there, and dt had the effect of attracting men from other hotels. The licensee recognised that it required' close supervision, and a man was always stationed at the door to keep out undesirable and drunken men. It was not easy to detect undesirables, (as the police knew them), so long-as they -were well dressed and conducted -themselves fairly. Sub-Inspector ■ Hendrey said that it was first time the police had had occasion to make complaint about the hotel. The trouble was with the now bar, where disturbances were bo frequejit as to be a scandal to the neighTkmrhood. If the licensee was going to put on. an elaborate counter-lunch he Eiust expect to attract all the dead-beats of the city. The man on the door was not sufficient to prevent trouble, by reason of his years and physique. It -wanted a second edition Of Jack Johnson on the door. Sergeant Rowles gave evidence as to the noisiness of the bar and the class of ,men who frequented it. The bar had been a fourpenny one, and had a barman in chaTge, but it had been enlarged and two counters put in. The price of beer was reduced to 3d, counter lunches! 'were put on, and two barmaids were in- : stalled. The sergeant stated- that this public bar was the rendezvous - of all the wasters in the city. Mr. Whitaker stated that the licensee would in the -future get a proper and capa'Kle "barmaii'installed, and lhave the bar conducted differently.

The ■ Bench-flaid that the alteration the. licensee had made to the bar did not commend' itself to the majority of the Committee,. and if dt caused further trouble it would jeopardise the license. The Committee thought it •would 1 .-be much better to go back to the old arrangements. However, the license would be granted, and- if trouble arose in the future the licensee would take the consequences. Sub-Inspector Hendrey: X suggest Mr. Hyde should • not put those elaborate counter lunches on. That is the cause of the trouble as much as the threepenny . beer. After the police ■ report ihad been read commenting favouralily on the conduct of the city hotels, Mr. W. Richardson rose and protested that a Queen-street ■hotel" was the rendezvous for drunken Maori men and women. The hotel being ■at the entrance to. the city, the effect of those drunken -people was 'hurting tbe city as to its reputation- for sobriety. The Committee, Mr. Richardson's charges notwithstanding, granted a renewal of the license without remark.
