MEXICO CITY, April 2. President Diaz,, in a message to Parliament, has outlined most of the reforms I sought by the rebels, including the proposals for the election of President." Amongst the changes favoured by President,Diaz are law. reform, removal 6t • obnoxiotis provincial officials, improvement of the personnel of the judiciary, and the division oi tne great private estates.
