In the Merchant Service Guild case, McDonald, secretary of the Steamship Owners' Association, dealing with the cost of living, contended that probably increased wages caused the cost of living to go up. The boot trade was an instance of this. The President of the Arbitration Court declared he had no hesitation in saying that knowing all the circumstances of the case the increased price of boots was not occasioned by increased wages.
